All parts to be glued should be clean and dry.  Apply GOO to both parts, assemble and pull parts apart several times to make the Goo stringy.  Then, clamp or set aside to dry, do not disturb the bonded joint until dry.  When applying GOO, a slight hesitation in pulling the tube away from the glue will prevent stringing.
